Wikipedia refers to “Deus ex machina” as “an improbable contrivance in a story.” So, Officer Friendly just happens to come to the rescue. TA DA!
It means “God in the Machine”, or the author acting like a god to cause an unlikely coincidence.
Officer friendly patrolling around Ace’s neighborhood strikes me as very likely. Tracking a recently released prisoner also seams reasonable. Guessing that Steve would come to the neighborhood and cause problems right after release would be decent police work IMO.

Akshully, it’s ‘God from the machine'; the machine being a crane used to literally lower a god down onto the set in a Greek play to save the day for lazy playwrights.
