Nobody likes paperwork. Unfortunately, it is a necessary evil in a civilized world. Even the ancients had a form of paperwork, although it wasn’t on regular paper. They left records on clay tablets and papyrus to name two examples. The Inca’s used knotted strings/ropes for theirs. Probably many other kinds and types down through history that haven’t even been found or recorded. (Pun intended)
Yeah, paperwork is a pain. Especially when you know that either no one will actually read it, or if they do read it they will likely not act on it
Or if they act on it, it will be to complain or make the situation worse.
