I don’t think the mystery of where these clothes came from has been completely solved to date.
Something about them belonging to a very dangerous astral who forced herself to reincarnate into a living being again, but the authorities weren’t too concerned yet because she wouldn’t get her full power back until she reached physical maturity, so they likely had a good 15-18 years before she’d become a problem again. We’re then shown an image of a bird’s egg, and the audience is reminded that “living being” doesn’t necessarily mean “human”, and many other creatures reach full maturity in less than a full year.
