16 is the Age of Consent in most US states, and also in South Korea where Ace is currently staying, as it happens.
18 is the age of consent in only 10 states, but one of them happens to be California, from which a majority of entertainment media like movies and TV shows are produced, so whenever AoC comes up in some plotline, 18 is usually the number thrown out. Many American’s assume their local AoC is 18 just from this, and have never felt a need to check and confirm (which… might be an awkward conversation, at the least).
The Orions, who hungrily devour Earth media (again, mostly made out of California), could be easily forgiven for making the same mistake about the age of 18 as a great many Americans themselves do.
Another possibility is confusion between the Age of Consent and the Age of Majority.
