Pretty sure the criminal definition of Indecent Exposure laws stipulates it has to be in a public place. They’re all on private property.
Now on the other hand, that argument gets a little flimsier if they’re easily visible by their neighbors. I don’t think we’ve had many long shots of the house showing the area around it. Not sure if they’re in a tract housing development (unlikely; the house is too large) and open city block, a suburban cul-du-sac, or a thickly forested lot with a high stone wall all around the perimeter, Japanese style.
They have neighbors close enough to complain about noise from the poolhouse, but what kind of lines of sight there are to the property are unknown.
Actually, back when new kittens were running in and out of the place, there was a shot establishing that the road passed in front of the house (kitten ran into traffic, Rocky saved the kitten, etc).
How busy is the road, or if there’s another line of houses on the other side of it, with their living room windows facing Carly’s house to see these streakers, is still unknown.
