I don’t know, tail takes up space in the back of the undergarment and pulls on everything in the front. Explanation is rather simple.

Given that she describes it as a “tail wedgie”, it’s also possible that the waistband of the underwear ended up directly below the root of her tail, and was pulling said tail up in an uncomfortable manner it is not meant to be pulled, not too unlike pulling one of your fingers back (except adjacent and partially attached to some more sensitive parts with lots of nerve bundles).
