It really sounds like a few low level nobody’s have stumbled across bits of information concerning Ace and, not knowing what is really going on, attempting to ‘get in on the action’ and ‘move up’ in the ranks

I’d say someone whom knows too little wants to know too much for their pay grade. Obviously if they knew enough, they would know that Ace is perfectly capable of keeping a secret, that he hates being bullied, and that he is a bad person to threaten. He has avenues of revenge that this low level government thug has never even imagined (there is a beauty to punishing a bully that steals kids lunches by letting them eat yours.) And he has already given this bozo more than one warning.
Some people, who have inflated ideas of their own worth, never seem to get a clue or take a hint.
