Oh, I think the threat here is to sell the tech to other, specifically not-American, agencies.
Nope, 5hat would be illegal and Ace would never get caught doing such a thing. Given the competition between the various agencies, not to mention a number of perfectly legitimate other potential buyers 9f such equipment, selling to foreign agencies would be an unnecessary risk.
