The fact that she smiles while saying this really makes me want to hate her. Instead of seeing a child robbed of security Charity sees this as a Trump card for control..
Not just control; money. Luna’s parents had left generous insurance policies and a trust fund for her; also the house. If Charity becomes legal guardian of Luna, a minor who can’t sign contracts on her own behalf, Charity is “responsible” for managing that money and seeing that it’s used “properly”.
