And lighting wouldn’t explain the sharp line differencing the two shades (not to mention the fact her right arm is bent at the elbow, meaning the line should have been on the forearm if it was due to overhead lighting), and also doesn’t explain the uniform shading on Luna
There’s overhead lighting, her upper arms are getting indirect light, her forearms more-direct light. In other words her upper arms are partially shaded, so they look darker.

I said “what sun? because she’s lived her whole life on ships, stations, and habitats, which are typically not kept inside star systems, even if they did have an abundance of windows (generally not recommended if you’re trying to keep the radiation levels manageable).
If artificial lights left noticeable tan lines, I’d be a lot darker. Also Orion eyes see better in lower light levels, as we saw back on the Rod Sterling (this ship, The Roddenberry, is modelled after the Star Trek OS Enterprise and more brightly lit by comparison, but still likely not kept much brighter than any indoor space you’d find on Earth, if even that much.

Not just you, maybe the forearms are a different colour because she normally wears short sleeves, and that’s the Orion equivalent of a tan
