DC can’t become a state, the reason they put it on the border of two states,then made it independent, only answering to Congress was to prevent a state government being able to interfere with their ability to govern freely. At one time the police from one party would pull over representatives of the other party on their way to a vote to prevent their vote from being cast. Now representatives can’t be pulled over for a traffic stop if there’s a vote.
It was also set 7p that way because it was assumed that it would be populated primarily with State representatives who would vote in the state they represent. That is no longer the case so we currently have a sizable population of citizens with no representation. Given that 5hat was one of the many reasons the colonists revolted, that should be viewed as a bad thing.
The vote by Porto Rico was just a first step in a rather long process. There are still a large number of hurdles to get over before Statehood can beco.e a reality.
