I am resistant to fluid intrusion to a pressure of 130 KiloPascals. Comparable to approximately 3 meters deep in a Terran ocean. However, that was by employing oil in a pressure vessel. I am in no hurry to test water to any depth.
I come here to employ the showers in sonic mode and a cleansing sponge to remove the accumulated dirt and oils of a typical duty period.
Also, I find that the harmonics enhance internal lubrication.

I’m reasonably sure that she’s in a shipsuit, at least. Her face is green but her body is grey with yellow stripes. I can’t imagine they would deliberately design her base skin that way.

To be completely waterproof, she would likely need to be wearing the shipsuit for immersion. But bathing doesn’t work that way. 🙂
No, she does not technically wear a shipsuit (she has no need of one, from a safety perspective) however her “skin” is made of almost the same material, and shares some of the properties, like the ability to alter the colour of some or all parts of it at will, which allows her to pattern her skin with rank-appropriate colours, in the same way the Orions can do to their shipsuits, but that’s her “skin”.
She actually explains this all in the 2nd link you posted, where she has (at Miss Ororo’s suggestion) added an additional dress overtop of her normal skin for decorative purposes. Sections of her skin were shifted to “Orion green” (and possibly the yellow around her midsection) in order to make the dress look more natural on her.
The main difference is, that if you peeled the shipsuit-like material her skin is made from off of her (which is not designed to detach so easily as the Orions can do with a thought to their shipsuits) you’d find a metal skeleton-like frame reminiscent of Terminator movies… and that’s a little too naked for just about everyone’s comfort level, even Orions.
Note that Rusty’s waterproof rating of 130 kilopascals (kPa) is only for static pressure at 3 meters without her moving. The faster she moves underwater, the greater the pressure increase. For example, if she moves her arms or legs underwater (ocean water) at 10 meters/second (32.8 ft/s) (faster than the best competitive human swimmers), she would generate an additional dynamic pressure of about 51 kPa or the equivalent of about 5 meters of additional water depth. For movement at half that speed (or 5 meters/second), the pressure increase would be one fourth (12.8 kPa).
She would need to limit the high speed movements at the surface or underwater to keep the static plus dynamic pressure below 130 kPa to prevent water leaks. Or we could all realize this comic doesn’t need to exactly follow real physics cause it’s a (great) story.
